4g dongle on a Router with a SIP phone

I recently purchased a 4g USB Modem Model number K5150 and I wanted to use it on my DrayTek Vigor2925 router. This part worked and I could browse the internet but I connected a SIP phone to the router  and it wouldn't register. I was advised by DrayTek that possibly the issue may be caused by the 4G dongle using private IP address rather than public IP address. If a 4G dongle receives a private IP address, it means there is a firewall in front of the 2925 router and the firewall may block the SIP packets. I wanted to confirm to see if you block SIP packets?
